What: The Wyoming Governor’s newly appointed permanent select committee’s public meeting to draft legislation and take stakeholder input.
The committee shall:
(i) Develop knowledge and expertise among its members regarding issues pertaining to the blockchain, financial technology, and digital innovation technology;
(ii) Develop and introduce legislation as necessary to promote blockchain, financial technology, and digital innovation in Wyoming unless the legislation relates to Title 13 of the Wyoming statutes, in which case the legislation shall be recommended to the Minerals, Business & Economic Development Joint Interim Committee for consideration.
The public is welcome and encouraged to offer comments for the committee to consider.

Battlesnake
From September 25th-Oct 19 we will be running Battlesnake at WyoHack! Choose your division, build your Battlesnake and see if you can climb to the top of the leaderboard!
Battlesnake is a deceptively simple multi-player programming game for developers of all experience levels. Whether this is your first programming challenge or you are a seasoned professional, Battlesnake has a place for you to practice your skills and have fun throughout the competition.
Build and deploy a live web server that implements the Battlesnake API and plays the game on your behalf. You can use whatever languages and technologies you want!
Arenas
Starting September 25th, you'll be able to register your Battlesnake into the Arena in your division. Arenas run new games every few minutes and use TrueSkill to rank Battlesnakes. Use the Arenas to see how your Battlesnake is performing against the competition, refine your algorithm and climb the leaderboard!

Divisions
The competition will be played across three divisions: Student, Rookie, and Veteran. Each division will its own arena running games and ranking Battlesnakes. Student Division
For student developers who are new to Battlesnake and are looking for a fun way to practice their skills and put into practice some of the lessons they have learned.
Total prize pool of $500 to be won.
Rookie Division
For developers who are new to Battlesnake and early in their career as a software developer. This division is a great place to get your feet wet, have fun, and maybe try some new technologies you have wanted an excuse to play with.
Total prize pool of $750 to be won.
Veteran Division
For experienced developers looking for a more challenging competition. This Division is higher stakes with higher reward.
Total prize pool of $1250 to be won.

$2500 Cash to be awarded to the top teams from each division

WyCS Challenge
The Cybersecurity Education and Research (CEDAR), the Science and Engineering Education Development (SEED) Lab and the UWyo Office of the President  are sponsoring two prizes related to the creation and distribution of educational blockchain-related simulation models. Specifically we would like to see the creation of two NetLogo (multi-agent-simulator) models for use in educational-spaces, including but not limited to K-16 classrooms and/or community sessions:

The first model (and prize), meant for those that are new or learning about the blockchain and/or multi-agent simulation space, should demonstrate basic decision-making strategies amongst a per-simulation defined number of entities (agents).

Quality entries will allow users to swap decision making strategies and will include at a minimum:
  1. Majority Voting (simple); 
  2. Majority Voting (plurality)
  3. Consensus (All or Nothing); 
  4. Bonus: Consensus ("Fist to Five")
The second model (and prize), meant for those with prior knowledge and experience in Blockchain and/or multi-agent simulations, should demonstrate, instrument, and allow novice engagement with the fundamental properties, characteristics, behaviors, and limitations of blockchain-based systems.

Quality entries will include the ability to:
  1.  add/remove/hijack nodes, 
  2. observe individual node and system behavior, 
  3. add transactions, and 
  4. compute node/system operations per ledger transaction.
  • Advanced models may even allow the modification of "proof" mechanism

Since 2011, we have been wanting to use blockchain technology to implement a global, inherently stable, cryptocurrency based on UBI and demurrage. One of the biggest obstacles has been the limited scalability of blockchains. Not seeing any significant progress in layer one scalability we started the Shardus project in 2016 to create a distributed ledger with state sharding at its core and were the first to demonstrate linear scaling in 2019. Shardus is currently being used to create a payment, messaging and crowdfunding DAO with on-chain governance called Liberdus. In 2020, somehow our democracy is still reliant on paper to determine who will lead our country, despite five states already having had successful pilot projects in blockchain voting for absentee ballots. We want to see something different for 2021, 2022 and into our digital future. The Brock Pierce Foundation has a prize of 1 bitcoin for the WyoHackathon team that can build the best solution for a blockchain voting app that incorporates voter identification and ballot tabulation. The Global Standards Mapping Initiative (GSMI) is the most in depth, comprehensive, global multi-stakeholder standards project developed with the support from the GBBC, World Economic Forum (WEF), Massachusetts Institute of Technology (MIT), Accenture, SDX, Global Digital Finance (GDF), ING, Hyperledger and other critical partners to map the state of digital assets, cryptocurrencies, and blockchain standards. Why? To answer the question, ‘where are we as an industry in standards setting?’ Initial key findings, trends, gaps, inconsistencies and conflicts are highlighted in Version 1.0. By identifying and consolidating the patchwork of efforts across legal and regulatory, technical, and industry consortia realms, GSMI is setting out to chart a path forward to greater adoption and scaling of the next multi-trillion dollar industry in the making.
